Under the Constitution, Government Doesn't Have the Final Say. The People Do.
Under the constitution the people have the final say, not the government.
James Wilson summed it up best:
"In our governments, the supreme, absolute, and uncontrollable power remains in the people. As our constitutions are superiour to our legislatures; so the people are superiour to our constitutions."
