This statement was given by U.S. Major General Douglas Farnham, who serves as Adjutant General of the Maine National Guard, during a Maine legislative committee hearing on April 3, 2023. It was made in response to L.D. 1054, the Defend the Guard Act, which would prohibit the deployment of the Maine National Guard into active combat without a declaration of war by Congress.
General Farnham argues existentially that there is no true definition of war, and attempting to apply legal limits already found in the U.S. Constitution to the president's claimed ability to wage war unilaterally everywhere and at any time would be irrational.
