The duty of the USA President is to enforce the law not make new laws. Congress has duty to make laws.
President Lincoln had no authority to interfere with the institution of SLAVERY at all & for this reason offered the Corwin Amendment.
President's duty was to stop the stealing... stop the killing of free America people like, John Brown, Dangerfield Newby, & the prior war (Bleeding Kansas) ... & to stop the riots.
