Why haven't the Ben Swans, Candace Owens, and other media leaders asked this question and brought it before their followers?

I have a question for the masses (unfortunately they are not following me).

Are these mandates laws? Are they even executive orders? Or are they merely the attempt of our government to rule by fiat (sorta like an emperor or dictator)?
