Russia has made two demands of the government of Ukraine in order to immediately end its military incursion. The first is that Ukraine become neutral and not an agent of NATO and secondly that Ukraine not allow foreign and western weapons to be placed on its territory. Does this mean that Putin isn't actually attempting to take and occupy Ukraine?
