The disconcerting truth is...this FDA doctor is actually correct. There's only so much than animal studies can show. HOWEVER, given that there is risk of harm, it is only ETHICAL to do so with (a) informed consent; (b) personal or parental choice to participate - or not; (c) control groups; (d) ability to sue for damages if harm occurs. The current mandates and liability protections against lawsuits eliminate all of these requisites. There is thus no ETHICAL basis for doing these experimental injections on kids without the ability to opt-out👇
