The "whole body of the people" - not just government employees. And "always posses ARMS" - not just one.

Here, from Federal Farmer XVIII, originally attributed to Richard Henry Lee, but almost certainly not written by him. The most likely author was Melancton Smith of New York.

"to preserve liberty, it is essential that the whole body of the people always possess arms, and be taught alike, especially when young, how to use them"
